During this sectoral assembly, participants should examine and adopt the draft consolidated report on the evaluation of development projects and programs in the sector for the years 2019-2020 and should also make recommendations likely to further boost the implementation of projects and programs and increase efficiency in their management, indicated the Minister of Water and Sanitation, Leader of the “environment, water and sanitation” sector, Ousmane Nacro. This sectoral assembly is a biennial which is held in prelude to the session of the General Assembly. “Under the terms of decree n ° 2018-092 / PRES / PM / MINEFIED of February 15, 2018, these assemblies are held every two years, as a prelude to the session of the General Assembly. “,
A total of 25 development projects and programs for the years 20219 – 2020 including 23 under the Ministry of Water, 1 on behalf of the Ministry in charge of housing and 1 for the benefit of the Ministry of the Environment will be evaluated. during this sectorial assembly. These projects, according to Minister Ousmane Nacro, are classified into three main categories including 11 in the first row, 10 in the second row and 4 in the third row. “We can remember that of the 25 projects and programs, 11 are ranked first; they are also called “Green” development projects or programs. Ten (10) projects or programs are ranked second and are referred to as “orange” development projects or programs; and 4 projects are ranked third and are called “red” development projects or programs. “, he said. He subsequently meant that “green” development projects or programs are those with visible results and a real impact on development; “orange” development projects or programs have fairly visible results and an average impact on development; and those “red”, are those which present all the risks of failure to achieve the objectives pursued, less visible results and a weak impact on development.
In terms of results, the Sector Leader informs that the evaluation analysis reveals a moderately satisfactory situation with an average score of 35.21 points out of a maximum of 50 points. He also indicated that the underperformance of certain programs is, among other things, due to the unfavorable security context for carrying out works in their areas of intervention; difficulties in the procurement chain; the failures of certain companies in charge of the work and also the Covid 19 pandemic.
