At the initiative of the first ministry, this Tuesday, February 9, 2021, in Ouagadougou, a technical workshop to improve the guidance note of the next National Development Repository (RND) opened. The opening ceremony was chaired by Dr Abel Somé, Secretary General (SG) of the Ministry of the Economy, Finance and Development and Vice-President of the Technical Committee (TC) of the mechanism for preparing the National Development Repository (RND) replacing the Secretary General of the Prime Minister’s office, Yvonne Roamba / Guigma, president of the said Committee. The said workshop should make it possible to define the main axes, the objectives and also the mechanism for the implementation and monitoring of the repository.
This next development benchmark is the one that will drive the society program of the President of Faso Roch Kaboré for the next five years, explained the Secretary General (SG) of the Ministry of the Economy, Finance and Development, Dr Abel. Somé, also vice-president of the Technical Committee (TC) of the mechanism for drawing up the National Development Repository (RND). “It is this framework which will conclude the strategic planning cycle of the Burkina 2025 national prospective study and which will translate the 2021-2025 social program of the President of Faso into a planning instrument”, he declared.
For Dr Alain Siri, former Permanent Secretary (SP) of the National Economic and Social Development Plan (PNDES) and technical coordinator of the mechanism for developing the future RND, the next reference will have points of convergence with the PNDES. “There will be areas of convergence; this repository will take charge of the actions in progress within the framework of the PNDES, it will consolidate them ”, he notes. And to indicate that this new reference will take into account the shortcomings of the PNDES both in its drafting and in its implementation, “It will try to correct the weaknesses that have been identified in the PNDES”, he adds. The current context, marked by the corona virus pandemic, had not been taken into account by the PNDES; this repository, according to Dr Siri, will make a nod to aspects related to this pandemic.
The technical coordinator of the mechanism for preparing the future national development benchmark also indicates that the document will take into account several other issues not addressed in the previous one. “The questions of social cohesion, security, decentralization will be better integrated into the RND”, he confided. For its financing, Dr Alain Siri specifies that it will be classic. “It’s classic financing; it is through the state budget, through contributions from technical and financial partners, through contributions from the sub-regional financial market, through the contribution of private partners that the RND will be financed ”, he declared.
